Accessibility Upgrades

We have added several accessibility upgrades to the site. Among those are several features that make this site more standards-compliant with non-visual browsers and handicap-accessible browsers.

We have upgraded the form systems to allow text-browsers and JavaScript-disabled browsers to submit most forms. Most of our forms now include logical fieldset groupings that will enhance form submissions for visual and non-visual browsers. We have also rearranged the menu-system so that is it easier to navigate in text-based browsers.

On top of the various accessibility upgrades, the recent changes should also have positive effects on search engine results.
